Description

NOTE: The Fiscal Disparity reports are unique to Minnesota as that is a tax used in that state.

These reports display the data for the various Fiscal Disparity tables: IV, IV Supplemental, V, V Supplemental, VIII, IX, and X.

Fiscal Disparity

Fiscal disparity is a tax used in the state of Minnesota tax assessed on commercial and industrial property in metropolitan counties surrounding the Minneapolis/St. Paul and in the northern Minnesota mining region. These monies are then distributed among certain jurisdictions within a geographic area.

  • Fiscal disparity values and taxes are calculated through the Levy Value Build and secondary tax calculation in Tax Roll Processing.

  • Reports on all the Fiscal Disparity tables are available from the Levy Management Reports task.

  • The Distribution module offers the option to include Fiscal Disparity taxes in distributions.

Levy Value Build for Fiscal Disparity

Managing Fiscal Disparity calculations involves creating multiple levy value builds using the same assessment roll but different assessment roll levels and controlling their behavior using the levy value build type.

When a levy value build (whose type is not "No Fiscal Disparity") is processed, it calculates or copies values for Tables V and VIII based on its own build type and the presence of other locked levy value builds for the year.

After running a levy value build and verifying the values for Table V and/or VIII, you can set the build type to Lock Table V, Lock Table VIII, or Lock Tables V and VIII to indicate that the specified table(s) should not be calculated the next the value build is processed.

NOTE: Locking a levy value build does not prevent you from rerunning the Table V and Table VIII steps in that value build. If you rerun those steps, the values will be calculated. Locking merely makes the values available to be copied into another levy value build.

If you are processing a levy value build that has not been locked, that is the build type is Preliminary or Final, the process will check for existing levy value builds with lock build types. If it finds one, it will copy the values for the appropriate table(s) from that value build rather than recalculating them. If there are no previous locked value builds, it will calculate all Fiscal Disparity steps as usual.

When you select a levy value build type of No Fiscal Disparity, none of the Fiscal Disparity steps will be calculated.

The levy value build type needs to be Final prior to distribution.

Accessing the Fiscal Disparity Reports from Distribution

Steps

If you access the Fiscal Disparity Reports from Distribution > Reports > SRS Reports:

  1. Select the Distribution year and Distribution period.

  2. Click View Report to generate the report in a separate browser window, or click Submit to Batch to open the Monitor Batch Processes screen on which you can view the progress of the report. When completed, click the report in the grid to open the View Batch Process Details screen, and click the report to open it. Click Close to close the batch screens.

    NOTE: You are redirected to the Levy Management Reports screen.

  • Click the desired Fiscal Disparity Report and continue the steps in the next section.

Accessing the Fiscal Disparity Reports from Levy Management

Steps

If you access the Fiscal Disparity Reports from Levy Management > Reports > SRS Reports:

After selecting the report for the pertinent table from the Levy Management Reports list screen:

  1. Select the Tax year and Levy value build for which to run the report.

  • If you are printing the Table X report, select the Rate type by which to filter the report.

  1. To generate the report in a separate browser window, or click Submit to Batch to open the Monitor Batch Processes screen on which you can view the progress of the report. When completed, click the report in the grid to open the View Batch Process Details screen, and click the report to open it. Click Close to close the batch screens.

    • Click Previous to return to the Distribution Reports screen.

    • Click Close to end the task.
