Revenue Object Maintenance
Description
Add or edit special assessments and user-defined fields for the revenue object. The revenue objects selected on the Select Revenue Objects screen are displayed. If you selected multiple revenue objects, the first one is displayed and the others are accessible from the work list.
NOTE: There are additional steps for Amortized Special Assessments and for Written Off Special Assessments.
IMPORTANT: Questions are displayed based on the calculation type of the selected special assessment. Questions are also displayed for Data Fields that were created for the selected special assessment in Special Assessment Maintenance.
Steps

On the Select Revenue Objects screen, enter a PIN or AIN and click Search.
- On the Records Search for Revenue Objects screen, enter your search criteria and click Search.
- On the Records Search Results for Revenue Object screen, select the checkbox for one or more items in the grid and click Return.
- On the Select Revenue Objects screen, click Next.

On the Maintain Special Assessment Revenue Objects screen, click on an item in the Special Assessment panel to update information.
OR
Click Add to display the Add New Special Assessment panel.

Make a selection from the Category drop-down list to filter the Special Assessment drop-down list.

Make a selection from the Special Assessment drop-down list, which is what you want to attach to the Revenue Object.
NOTE: Special Assessments do not display in this list if they've already been added to the Revenue Object or if they are inactive in the effective year.

Click Add. The Add New Special Assessment panel is hidden and the Questions panel is again displayed.

To remove a special assessment, click Remove after selecting an assessment open the Remove Special Assessment pop-up.

Check the applicable checkbox for each year to which to apply the removal.

Click Save.
NOTE: A message displays indicating that calculation transactions are affected for any years selected with an Active Effective Status. A second message displays, indicating the special assessment has been successfully removed. -
Click Edit in the Questions panel to activate the available fields. Fields with an asterisk are required.
IMPORTANT: Questions are displayed based on the calculation type of the selected special assessment as well as on your jurisdictional requirements and setup. Questions are also displayed for Data Fields that were created for the selected special assessment in Special Assessment Maintenance.

Click Save in the Questions panel. Upon Save, an Edit Special Assessment Values pop-up displays to confirm the change.

Click Save and then click Close.

Click Cancel to discard the changes in the Questions panel.

Click Notes to add notes to this special assessment - revenue object association.

Click Calc/Post in the Special Assessments panel to open the Valuation Change Reason pop-up.

Make a selection from the Valuation Change Reason and Accumulate counts for commission charge drop-down lists.

Click OK. Or, click Cancel to close the pop-up without saving changes.

To remove one special assessment, highlight it and click Remove.
- Click Remove All to remove all special assessments at one time.
- Click List to search for additional revenue objects.
- Click Close to end the task.
Amortized Special Assessments
The process for Amortized Special Assessments is identical as for regular special assessments as described above. The only difference is Amortized also includes an Amortization Schedule button in the Questions panel.
NOTE: For the amortization Questions:

Initial assessment amount is required for a PIN when adding an amortized special assessment with an assessment method of 'Enter Initial Assessment Amount'. Assessment methods are selected in Special Assessments > Special Assessment Maintenance.

The Is paid in full checkbox is automatically set when the special assessment is completely paid off in Cashiering, through the Pay Off Non-Posted or Deferred Amortized Special Assessments or Pay Off Posted Amortized Special Assessments tasks. You can also set this to paid for fixed and amortized special assessments. You can also manually set the paid in full status. When manually setting the Is paid in full checkbox, the amortization schedule is set to 0.00 for the current tax year and all future tax years. You may need to refresh the screen after saving an Is paid in full change. If the special is paid in full before the special assessment is calculated for a tax year, $0.00 is posted for the PIN. Also, when calculating and posting (Tax > Special Assessments > Calculations and Postings), any special assessments marked Is paid in full have an SA value of zero and a SA Fee value of zero when posting.

Click the Amortization Schedule button to display the Edit Amortization Schedule pop-up . This option is only available after you have calculated the special assessment.
The Detail view shows the expanded amortization schedule for amortization types that calculate multiple amounts for a single year, such as Bi-Yearly Simple Payment and Monthly Simple Decreasing.
NOTE: Click the Summary button to change to a detailed view of the amortization schedule.

Click Edit on the row you want to change.

Edit any of the available fields.

Click Apply.

Click Save to keep your changes. An asterisk displays next to the tax year if there are user-entered values.
IMPORTANT: If this special assessment has already been posted for the tax year of the changed value(s), a message displays indicating calculations were affected. Go to Special Assessments > Calculations and Postings and re-calculate and re-post for the tax year. The calculation does not overwrite user-entered values.

Click Close on the pop-up to return to the screen.
Written Off Special Assessments
Special Assessments that have been written off display on this screen with UDFs Override Calculated Charge and Amount Written Off - Charge. These amounts are calculated during the write off process but may be updated manually using this screen.

Select the row for the Special Assessment you want to work with.

Click Edit in the Questions panel.

Enter the Override Calculated Charge.

Click Save. The Amount Written Off - Charge is updated to reflect the new Override Calculated Charge.
Dependencies, Prerequisites, and Setup
Special Assessments
-
Special Assessment Maintenance – At least one special assessment must be set up.
-
Calculate and Post Special Assessments – Revenue Objects must be added to a special assessment before it is calculated and posted.
Records

Legal Party Maintenance – You have to have at least one legal party attached to a special. The same legal party can be associated with multiple specials.

Revenue Object Maintenance – You have to have at least one revenue object attached to a special. The same revenue object can be associated with multiple specials.
Application Settings
Two application settings are used to define a minimum value threshold
value for special assessment imports for revenue objects based on a value
type comparison. A validation upon import checks the minimum value threshold
defined based on the value type short description. These settings are
checked during the Special
Assessment Import, Criteria
Associations, and Revenue Object Maintenance processes.
NOTE: These settings may
not apply to your jurisdiction.
To set this up:

Click Configuration > Application Settings.
- On the Maintain Application Settings screen, select Tax Year from the Setting type drop-down list, and select Special Assessments from the Filter by module drop-down list.

Click Edit on the following two application settings, respectively:

Inventory Valuation Threshold. In the Setting Value column, enter a minimum threshold revenue object special assessment amount to validate upon import. Click Apply.

Inventory Valuation Threshold-ValueType to use for comparison. In the Setting Value column, enter the ValueType short description. Click Apply.
If the Inventory Valuation Threshold is set to the default of 0.00, the process continues without performing the threshold validation. If a value is defined, the following occurs:

Assessment Administration provides the certified value for the value type indicated in Inventory Valuation Threshold-ValueType to use for comparison and uses it for comparison in the year being processed.

If the valuation is less than the defined threshold value, the PIN is skipped for the special assessment with the import report log message Valuation (n) does not exceed threshold, where n is the value returned by Assessment Administration.

If the valuation is greater than the threshold value, the PIN is added to the special assessment.

If Assessment Administration does not return a value (perhaps the value hasn’t been certified yet), the value is assumed to be 0.00, which triggers the rejection of the revenue object for the special assessment.
