TAG Assignment

Description

Use the Bulk TAG Assignment task to assign TAGs (tax authority groups) to a group of properties after they have been imported from various state departments, such as DMV, DNR, and DOR.

This task enables users with appropriate security to assign a TAG to a small or large set of properties. It can be used any time, but it is typically used after a data import.

Steps

  1. On the Select Bulk Account screen, make a selection from the Selection Method list and click Selection Criteria.

    • Account Search - Select Accounts, to search for and select the specific personal property account(s) by a variety of criteria.

    • Comma Delimited PIN List - Search PIN List, to search for a PIN list grouped by a predefined PIN list, created via various tasks in the application, such as when creating an Audit Lead List.

    • Criteria Groups - Search a Criteria Group List to search for revenue objects by a predefined criteria group, set via Configuration > Criteria Groups.

    • Revenue Object List - Search for a Select Revenue Object List to search for revenue objects by a predefined revenue object list. Set via Records > Other Revenue Object Maintenance.

    For any of the above screens, define the applicable criteria, click Row Count. When the row count is finished processing, click Return or Previous, depending on the screen, to return to this screen and proceed as below.

  2. Enter data into one or more of the following search criteria fields. A useful search field in this task is TAG; for example, search for all accounts with an "Unassigned TAG" value.

    • Verify the tax year in which you want to view the property data. The tax year defaults to the year configured in the functional calendar. This may or may not equate to the current tax year. If necessary, you can change the tax year to suit the needs of your search.  

    • Enter the PIN. If necessary, you can enter only a portion of the PIN.

    • Select thePIN status. Use this field to narrow the search by the PIN's status - active, inactive, or all. The default is active. Note that you must set this field to inactive or all (blank) in order to find personal property accounts that have been previously deactivated.

    • Select theTAG (tax authority group). If the TAG you need does not appear in the drop-down list, the TAG does not exist for the Tax Year you have specified for the search.

    • Enter the Owner of the personal property. You can enter a last name, first name, or both; you can even enter a partial last name.

      NOTE:
      If you use both a last name and a first name in your search, you must enter the name exactly as it appears in Records Legal Party Maintenance. An owner is a legal party in Aumentum Records.

    • Enter an Owner identification number and select the Type. Each legal party can have one, many or no identification numbers. The ID number uniquely identifies individuals, agencies and organizations. For example, if you have a social security number, enter the number in the Owner ident field and select SSN for Type. The identification number type list is secured through Role setup. You will only see and can only work with the type of identification numbers for which you have security clearance.

    • Enter a property identifier (Prop ident) and select the  Type. The type drop-down list displays all active account identifiers that have been previously defined on the Maintain Attributes screen. These attributes and identifiers are user-defined for your jurisdiction. An example is the taxpayer id, which is often an account identifier. Enter the taxpayer id number in the prop ident field, and select "Taxpayer ID" in the type field.

    • Enter aSitus address and select the Situs type. Currently, the only selectable value for situs type is Property.

    • Enter an Asset identifier and select the Type. The type drop-down list displays all active asset identifiers that have been previously defined on the Maintain Attributes screen. The identifiers are user-defined for your jurisdiction. An example is the vehicle identification number (VIN), which is often a motor vehicle asset identifier. Enter the VIN number in the prop ident field, and select "VIN" in the type field.

    • Select a Registration month. Use this field to search for motor vehicles by month of registration. This equates to the month specified in the asset's Plate expiration field on the Maintain Assets page.

    • Select a Cycle status. Use this field to search for personal property accounts that have a particular cycle status value. For example, search for all accounts with a "Received - Not Worked" status. Each account's cycle status displays on the Maintain Personal Property Accounts page.

  3. Click Row Count if you would like to see a count of the number of accounts that match the selected search criteria. A rows returned message displays in the Search Summary panel on the bottom of the page. In this example, 293 accounts met the search criteria.

  4. Click Next to continue. The Tag Assignment page displays.

  5. OR

    Click Close to end the task.

  6. Select the new TAG (top of page) to assign to the selected accounts.

  7. Accept the date default or enter the Effective date of the TAG change.

    NOTE: The TAG effective date defaults to 01/01/yy (current year) or to the earliest revenue object effective date, whichever is later. Any other TAG roles in the same year occurring after this effective date are inactivated.

  8. Optionally, select the Sort by option to display the accounts in a particular order. Options include PIN, DMV City, DMV Postal Code, Loc City, Loc Postal Code, Owner Name, or TAG sequence.

  9. Click Details in the grid row of an account to see the Use, Related PINs, Asset Description, and Assessed Value for the account.

  10. Select the Accounts from the panel to which to apply the TAG change.

  11. Click Save to process the accounts. The TAG value selected in step 4 is assigned to each account selected in the previous step. After processing the accounts, the TAG Assignment page re-displays with a message at the top indicating how many accounts were changed. The processed accounts no longer appear in the PIN grid. Once an account is processed, it is removed from the list.

  12. IMPORTANT: Record locking prevents more than one user or batch process from changing a personal property account at the same time. If an account is locked by another user or process, the message Account locked by another task displays at the top of the page and the process stops. All accounts are processed up to the account that is locked. Those accounts are removed from the list when the TAG Assignment page re-displays with the error message. Re-select any additional accounts to process and click Save again. If the account is still locked,  you can determine which user or process has the account locked by navigating to Configuration > Concurrency (Record Locking), or ask your System Administrator for assistance.

  13. Repeat the previous applicable steps to change the TAG on additional accounts. Remember that you are working with the accounts one page at a time.

    Click Back to Search to return to the Bulk Account Selection page to perform another search based on different search criteria.

    OR

    Click Close to end the task.

Tips

It is important to remember that you are working only with the accounts that display on page 1. If you select the checkbox in the PIN panel header, only the accounts on page 1 are selected.

If you select accounts on page 1 and then navigate to another page, when you return to page 1, your selections are not saved. You will need to re-select the accounts on page 1 if you navigate from that page.

Dependencies, Prerequisites, and Setup

IMPORTANT: An UpdateRevObjTag Records API interfaces with Personal Property Appraisal when performing the Bulk TAG Assignment task. However, if your jurisdiction does not use Custom CAMA, an error can occur.  To prevent errors with the API for the Update Revenue Object TAG task, any jurisdiction that does not have Custom CAMA integration must set the CAMA Real Estate Database application setting to INTEGRATION OFF. To set this application setting, go to Configuration > Application Settings > Maintain Application Settings. Select the setting type of Effective Date and the filter by module of Custom CAMA. Click Edit on the CAMA Real Estate Database application setting and set as applicable to your jurisdiction.
