Appraised Value Variance Tolerance Default Flag Effective Date Systype (California only) A systype with a short description of VMAppDftFlg used to set the default flag on a personal property account for the purpose of generating a workflow for processing as well as values for the Modeled Value Appraised Value Analysis Report. Set the Appraised Value Variance Tolerance Default Flag as applicable to your jurisdiction. See also the next application setting, Appraised Value % Variance From Peer Group Average and the XXXX application setting, both of which should be set with the flag setting.
Appraised Value % Variance From Peer Group Average Effective Date Integer (California only) Defines the acceptable variance tolerance percentage limit for the difference between the appraised value of a personal property account/assets and the peer group average value for the account/assets for any accounts that have been flagged with the Appraised Value Variance Tolerance Default flag via Personal Property Appraisal > Search > Personal Account > Flags panel. Enter the acceptable appraised value percentage variance as applicable to your jurisdiction and acceptable variance requirements. See also the previous setting Appraised Value Variance Tolerance Default flag and the XXXX application, both of which should b e set with this tolerance setting.
Assessed value rounding factor Effective Date String Specifies the rounding factor to use when calculating and displaying Working Assessed value. Default is '00'. Enter a rounding factor, such as '10' to round to the nearest ten dollars.
Auto Update PPA TAG with related RPA TAG Effective Date Boolean Determine whether to update the business property TAG when a real property parcel with business (personal) property located on it has its TAG changed Set to True to update the business personal property TAG if the real property parcel has its TAG changed.
Audit Completion Date Reminder Flag Effective Date Systype When the current date is less than or equal to 10 business days from the date in the Estimated Auditor Completion Date field (if applicable to your jurisdiction) on the Maintain an Audit screen, the flag 10 Days or Less in Completion Period displays in the upper right of the screen if this flag is set. The information displayed for the flag includes the flag meaning, all currently identified information for similar flags and Estimated Auditor Completion Date Set as applicable to your jurisdiction, in days.
Audit Reminder Period in Days Effective Date Integer Defines the audit reminder period in days so that the auditor is prompted with a reminder. This is set in combination with the Audit Completion Date Reminder Flag and the Audit Time Exceeds 80% Flag settings, Define the number of days for the reminder period.
Audit Response Default Time Limit for Taxpayer Effective Date Integer (Riverside, California) Specifies the allowable assessee (tax payer) audit time limit. Default is 30. When set to zero, the assessor  is unable to generate audits on the Maintain Audits screen, and if the Audit Letter Sent Date field is changed for an existing audit, the message Assessee Response Period must be greater than zero (0) to automatically calculate Auditor Estimated Completion Date is displayed and the Auditor Estimated Completion Date does not change.  If set to 30 days (default), for example, and the assessee has responded in that time frame to the audit,  the assessor can maintain the audit for the account within that 30-day time frame.
Audit Time Exceeds 80% Flag Effective Date Integer When the Audit Project Time Summary panel Estimated Total Project Hours field (if applicable to your jurisdiction) on the Maintain an Audit screen has entries up to at least 80% of the time defined for the Personal Property Appraisal application integer setting Audit Time Exceeds 80% Flag, an 80% of Project Time Used message displays in the upper right of the screen. Set as applicable to your jurisdiction, in hours.
Confirmation Detail - Show exception stack trace Effective Date String Determines whether exception messages in Confirmation Detail reports include the stack trace to determine where an exception occurs. If set to True, exception messages in Confirmation Detail reports include the stack trace to help determine where the exception occurred. The default is False.
Correspondence Type Effective Date Systype Accommodates rendition and value notice reports correspondence types. If necessary, create a new Records Correspondence Type systype for the reports via Configuration > Systypes > Select or Add a Systype. Set the Effective Date and select the systype category of Correspondence Type for Records. Click New to navigate to the Edit a Systype screen, and create the new systype for the reports. Go to Configuration > Application Settings > Maintain Application Settings. Select the setting type of Effective Date and the Sort by module of Personal Property. Click Edit on the new Correspondence Type application setting and select the applicable systype from the list. Add mailing addresses with the new correspondence type for owners of the accounts. Configure the new mailing address search for the correspondence type via Records > Addresses > Mailing Address Search Setup. Update the mailing address table by running the batch process from Records > Batch Processes > Mailing Address Table Update.
Default Flag- Inactivated Account with Sch B1/ B2 Items. Effective Date This application setting is required when selecting the Inactivated PPA Account Containing Schedule B Fixture Items flag from the Manage Property Flags screen (Personal Property Appraisal > Accounts > search/select > Maintain PPA Accounts [Common Action - Manage Property Flags]. A workflow is kicked off for processing via My Worklist when this application setting is set and when selecting this flag to apply to an account. Click Edit and select Inactivated PPA Account Containing Schedule B Fixture Items from the list to generate a workflow when applying this flag to an account.
Default Property search show page Effective Date String Select the page the search defaults to if your search returns only one matching account. Choose 'Property Summary' to display the Maintain Personal Property Accounts page, or choose 'Asset Summary' to display the Maintain Assets page. Default is 'Property Summary'.
Direct Enrollment Cost Amount Threshold Effect Date String Defines the cost amount threshold for determining whether an account with a flag set for direct enrollment meets the threshold to be included in the worklist. Set the value amount as applicable.
Direct Enroll Default Flag Effective Date String Single Roll Process and the Mass Roll Process utilize this application setting.  A note is added to the account automatically during the roll process when the Direct Enroll flag expires to indicate the method was changed due to the flag expiring. When setting the flag on an account, the account/flag information is automatically sent to a Direct Billing Enrollment worklist for review. Select the applicable setting value.
Disable Prior Tax Year Schedules Effective Date Boolean Determines whether you can edit personal property Value Schedules for tax years that end prior to the current calendar date. When set to True, you cannot edit Value Schedules for tax years that end prior to the current calendar date cannot be added or edited. The default is false, meaning you are by default able to edit Value Schedules for tax years that end prior to the current calendar date.
DMV - CIDRs Instance Effective Date String Determines whether to enable the CIDR instance. Determines whether to enable CIDR processing.
DMV - Decal Processing Effective Date String Determines whether to enable decal processing. Check the checkbox to enable DMV Decal processing. The default is unchecked.
DMV - Decal Type Effective Date String Defines the type of Decal Cashiering should use to request a Decal Number when it prints the Motor Vehicle receipt Enter the text for a short description of type of decal Cashiering should use to request a decal number when it prints the MV receipt, for example, "MV Decal".
DMV - Minimum value, business use Tax Year String (Charleston only) A type of valuation used to perform valuation for accounts that are business use with a MV minimum value. Set the MV minimum value as applicable.
DMV - Transmit without registration fee Effective Date String This application setting is not used. Do not set. Accept the False default setting.
DMV - Realtime transmittals enabled Effective Date Boolean Choose how the Personal Property Appraisal module handles transmittals. Set to True if you want the Personal Property Appraisal module to send the transmittal when it is created. Set to False if transmittals are queued for pickup by the DMV transmittal batch process.
DMV - Shared secret Effective Date String The “password” for the DMV web service.  Enter the DMV web service password.
DNR - Late registration penalty amount Effective Date String Enter the dollar amount of penalty to apply to personal property accounts during the DNR Asset Import task when the Expiration Date + Late Registration Threshold is less than the Current Date. For example, enter 15 for $15.00
DNR - Late registration penalty ShortDescr Effective Date String Enter verbiage to display as a description of the late registration penalty. For example, Penalty.
DNR - Late registration threshold Effective Date String Enter the number of "grace" days past the registration expiration date the account may be late for payment without a penalty. For example, 30.
DOR - VIN schematic history Effective Date String Pertains to valuing motor vehicle assets using Department of Revenue (DOR) appraised values. A VIN schematic is a database mapping table used to extract the Model field from the VIN (vehicle identification number) in order to properly retrieve the vehicle's appraised value from the DOR data. A VIN schematic can be defined for each tax year. This application setting determines how many years back from the current tax year PPA will look for a VIN schematic for the motor vehicle being valued. Default is '0', which only searches the current year's VIN schematic. Alternatively, enter the number of years back from the current year to search for a VIN schematic. For example, enter '3' to search backward in the VIN schematic mapping table up to 3 years.
Enable AumentumEvent creation upon valuation Effective Date String Creates a Aumentum system event when set to True whenever an account is valued either at the account level or during batch valuation. Set to true to create a Aumentum system event during account valuation which sends the account to the workflow for viewing and maintaining data in your worklist for the account.
Exemption - Auto Apply CIME Exemption Effective Date String (Kansas only) Generates a flag on the asset to allow the appraiser to review the exemption in the event the RCWN is less than $1,500 but the asset cannot stand alone (example: computer keyboard). If set to "false" Aumentum automatically assign the exemption. Set, if applicable, in combination with the below application setting "Exemption - CIME Exemption Value." Set to True ("false" is the default) to allow the appraiser to review the exemption.
Exemption - CIME Exemption Value Effective Date String (Kansas only) Allows the ability to change the exemption amount, with the default set at $1,500. Set, if applicable, in combination with the above application setting "Exemption - Auto Apply CIME Exemption." Optionally, enter a value if other than $1,500, which is the default.
Fixture Split Enabled Tax Year Boolean (California) Allows batch statutory valuation for fixture split processing. Initially, a PIN (revenue object) list is created via Personal Property Appraisal > Search > Personal Account. The PIN list is then selected via Personal Property Appraisal > Batch Processes > Batch Valuation > Process Statutory Valuation. Revenue Object List is selected as the Selection Method.

Set to True to allow fixture split processing if applicable to your jurisdiction. False is the default.

NOTE: A Fixture Split asset category for any Fixture Split asset batch imports and valuation must be configured via Personal Property Appraisal > Setup > Asset Categories prior to Fixture Split batch valuation

Inactivating a Business Master also inactivates associated PINs Tax Year Boolean Determines for the selected Tax Year whether to inactivate associated PINs when inactivating the business master. Set to true to inactivate the PINs associated with the business master when it. True is the default.
Low Value Ordinance Effective Date Integer Low Value Ordinance is a minimum assessed value determined by the state or county assessment laws for a taxpayer property to be assessable. It exempts taxpayers whose assessable property value is insufficient to justify the administrative burden of assessing and taxing the property. This setting specifies the acceptable low value. This value is used for the Search > Business Master > Maintain Business Master task and for the Low Value Ordinance Analysis context sensitive report that is run from Common Actions for the particular business master account currently selected and viewed. Define the acceptable value as applicable to your jurisdiction.
Max number of Personal Property search results Effective Date String Specifies the number of personal property accounts that can be returned in a personal property account search. Default is '500' personal property accounts.
Mobile home - Asset category for double-wide Effective Date String Specifies the asset category for double-wide mobile homes. Enter the name of the asset category for double-wide mobile homes, or enter 'None'.
Mobile home - Asset category for single-wide Effective Date String Specifies the asset category for single-wide mobile homes. Enter the name of the asset category for single-wide mobile homes, or enter 'None'.
Mobile home - Max width for single-wide Effective Date String Not in use. Must be blank.
Mobile Home Tax Clearance Printed Flag Effective Date Systype (Linn/Polk only) Identifies the flag that will be assigned to the account for the purpose of generating a printed tax clearance for a given mobile home Create a Motor Home Tax Clearance flag via Configuration > Flag Setup > Set Up Flags. Click new to navigate to Add a New Flag Type, define the data and click Save. Next, select this application setting and select the flag you created. NOTE: The flag defined and selected must also be added to the revenue object.
Option to only Deactivate specified Tax Years Effective Date Boolean Determines whether the Deactivate Tax Year button is available on the Maintain PPA Accounts screen for the purpose of deactivating the account for the selected year. Set to true to enable display of the button on the Maintain PPA screen.
Origin Code - Required Effective Date String Makes the Origin Code on the Registration tab of the Maintain Assets screen required if set to true. Check the checkbox to set the setting to true to require data selection of the Origin Code on the Maintain Assets screen. See also Origin Code - Default.
Origin Code - Default Effective Date String When adding a new asset on the Registration tab of the Maintain Assets screen, the default defined for this setting displays. Upon import, if Renewal is selected, the DMV transmission then transmits only the Renewal origin codes. When processing the batch DMV transmittal via Personal Property Appraisal > Batch Processes > Batch DMV Transmittal > Schedule Batch DMV Transmittal, the Confirmation Detail Report shows the details of the DMV transmittal. When attempting to process renewals, if the Origin Code is set to anything other than Renewal, an error is shown on the Confirmation Detail Report. Click on the application setting and select the applicable setting, either 20 Day (default), Renewable, or Walk In. See also Origin Code - Required.
Personal Property Assessor Office Type Effective Date Systype PTOC, Colorado. This setting enables display of a Personal Property Assessor Office Contact Type field on the various Colorado declaration report selection screens, such as for the Coal Real and Personal, Earth or Stone Products, Lessor Personal Property, Oil & Gas Pipeline declarations. Select the assessor office contact type, such as Assessor, Commissioner, etc., from the dropdown list as applicable to your jurisdiction
Posting - Version Effective Date String

Specifies the type of Personal Property Appraisal account posting.

NOTE:  Aumentum Configuration Management team typically sets this up. Once set, the customer never needs to change it.

San Diego: Set to posting version 3 to view Statutory References and Notes when batch posting the account.

Non-South Carolina customers other than Kansas with Aumentum version 8.6.8 or earlier, set this to Version 1 (default). South Carolina set to Version 1 regardless of Aumentum version. Kansas and all customers with version Aumentum 8.6.9 + set to Posting Version 2.
PPA Account Override Reason for Appeal Determination from CM Effective Date Systype (Tarrant, Texas) This determines the Value Override reason to use on the Maintain PPA Accounts screen when values pass from Case Management to the personal property account level. Select the applicable override reason for account value overrides.
PPA Asset Override Reason for Appeal Determination from CM Effective Date Systype (Tarrant, Texas) This determines the Value Override reason to use on the Maintain Assets screen when values pass from Case Management to the personal property asset level. Select the applicable override reason for asset value overrides.
Recommended Maximum Factor Effective Date Systype The ability to establish the maximum equipment index factor used to value equipment is available to accommodate the Recommended Maximum Index Factor if the age of the asset is greater than its economic life. The formula is as follows: 1.) If the age of the asset > economic life, then multiply the economic Life by 125% to find the computed age; 2.) If the age of the asset > computed age, then use the computed age against the normal value factor table to determine the factor; and 3.) If the age of the asset < computed age, then use the age against the normal value factor table. This setting determines the factor to calculate the computed age. A Recommended Maximum Override checkbox on the Valuation tab of the Maintain Assets screen overrides the recommended maximum override when checked. A Computed Age column on the asset grid Summary panel shows the computed age Enter the factor to calculate the computed age. The default is 1.25.
Record Type field entry required Effective Date Boolean (California) Determines whether the two fields Record Type and Roll Code display in the Cycle Status panel on the Maintain PPA Accounts screen (Personal Property Appraisal > Accounts OR Search > Accounts).

False is the default. When set to True, you must select the Record Type and/or Roll Code on the Maintain PPA Accounts screen; otherwise, a message displays indicating a selection is required.

IMPORTANT: San Diego should set this to True.

Roll forward accounts with no active assets. Effective Date String Used in Sedgwick only, this application setting determines whether to roll forward accounts with no active assets. If the application setting value is true, accounts are rolled forward regardless of whether they have active assets in the target tax year.  If the application setting is false, accounts with no active assets in the target tax year are not rolled forward and they are inactivated as of 1/1 of the target tax year.
Rounding - Account Appraised Effective Date String Allows account appraised value amount rounding. Select the rounding value. Options are No Rounding (default), Nearest $1, Nearest $5, Nearest $10, and Nearest $100. The default is a rounding factor of 10.
Personal Property Class Type Effective Date Systype Enables display of class codes on the Search for Personal Property Accounts and the Search for Assets screens, Select the applicable setting type. NOTE: The associated systype also needs to be defined. Go to Configuration > Systypes > Select or Add a Systype. Set the Effective Date and select the systype category of Personal Property Class Codes. Click on the Personal Property Class Codes systype to navigate to the Edit a Systype screen. Select any systypes as applicable to include in the Class Code dropdown on the search screen. Click Save and Close.
Roll Forward accounts with no active assets Effective Date String Inactivates an account during the roll forward process when all assets are disposed or inactive. If the application setting value is true, accounts are rolled forward regardless of whether they have active assets in the target tax year.  If the application setting is false, accounts with no active assets in the target tax year are not rolled forward and they are inactivated as of 1/1 of the target tax year.
Rounding - Assessed Value Effective Date String Allows asset value amount rounding. Set the rounding amount value as a numeric value. The default is a rounding factor of 10.
State Reporting Code Class Type Effective Date String Tells the system the class codes to load for the State Reporting Code dropdown on the Maintain PPA screen. Used primarily in PTOC and Kansas. Set it to Real for Kansas and set to Personal Property Detail for Colorado. See the next application setting also, State Reporting Code to Real Property Class Code, as these two settings are set together.
State Reporting Code to Real Property Class Code   Effective Date String Defines state reporting code relationship to the real property class as defined on the Maintain PPA Account screen. Used primarily in PTOC and Kansas. Set to True for Kansas, False for Colorado. When set to true, if an account's State Reporting Code is blank, the system defaults to the related real property class code. If there is no related real property, the code defaults to 9999. See also the previous application setting, State Reporting Class Type, as these two settings are set together.
Set AIN to Real Estate Parcel PIN on Secured Accounts Effective Date Boolean (Tarrant, Texas) Determines whether a child AIN on secured accounts is set to the primaryrealPIN or to the primarypersonalPIN for processing existing account values and for processing imported values.   If set to true, the child AIN is set to the primaryrealPIN.

If set to false, the child AIN is set to the primarypersonal PIN.

Units per XML Effective Date String Defines the number of units (e.g., accounts) to include in each XML output file. Enter the number of units to include in each XML output file, for example, for the batch Account Export task.
Validate ABOS entry fields Effective Date String Determines whether to validate specific ABOS entry fields on the Maintain Assets screen for boat/vessel attribute valuation, including Make, Model, Model year, Length, Type/Rig, Current Conditions, and Use Class. If any data defined for these fields is not valid, a message, Critical value-related data entry fields have not been completed. Please review your entries displays if the application is set to true. Set to True to display an error messages and prevent saving on the Maintain Assets screen until specific data for ABOS marine data is defined.
Valuation - Appraised factor minimum value Effective Date String Specifics the business asset valuation method value for the vehicle appraised amount. The appraised factor is the economic life - current age / economic life. The minimum default application setting is 0.2.
Valuation - Used factor minimum value Effective Date String Specifies the business asset minimum valuation method value for used vehicle assets. The used factor is the economic life / economic life - age at purchase. The default minimum is 0.2.
Valuation - Used factor maximum value Effective Date String Specifies the business asset maximum valuation method value for used vehicle assets. The used factor is the economic life / economic life - age at purchase. The default maximum value is 5.0.

Tax Year String

(Kansas) These four application settings are used in combination to specify the valuation method for Kansas 16/20 M trucks.

When values are defined for these four application settings, they override the min/max values on the Maintain Value Methods screen. Aumentum must ensure the minimum values are assigned appropriately to the trucks.

The minimum values change each tax year and differ between the counties. The minimum value depends on the age of the truck – 1980 and older vs. 1981 and newer.

This is critical for the counties to be state compliant.

Enter a value for the value application settings, for example, 1218.0, and a year for the year application settings, for example, 1981. Adjust appraised value to minimum, when necessary.

Note the two following important rules in Kansas regarding the final tax bill amount for these assets:

If the truck is 1980 or older, a minimum appraised value must be assigned to ensure the final tax bill is $12. The minimum appraised value differs for each county each tax year because their mill levies differ. For 2009, the minimum value is $609 in Sedgwick County and $638 in Douglas County. Using Sedgwick as an example:

$609 x 20% (assessment %) = $121.80 x .098494 (mill levy) = $12.00 tax

If the truck is 1981 or newer, a minimum appraised value must be assigned to ensure the final tax bill is $24. Again, the minimum appraised value differs for each county each tax year because their mill levies differ. For 2009, the minimum value is $1,218 in Sedgwick County and $1,277 in Douglas County.

$1,218 x 20% (assessment %) = $243.60 x .098494 (mill levy) = $24.00 tax

Valuation - Minimum value Watercraft Tax Year String Kansas. Defines the minimum value for watercraft for valuation for the Watercraft Valuation Method with a value basis of 100%, maintained on the Maintain Value Methods screen via Personal Property Appraisal > Setup > Value Methods. Set the minimum watercraft value as applicable to your jurisdiction, typically 900 in Kansas.
Value Model for Appraised Value Variance Tolerance Effective Date String Used to set the value model for the appraised value variance tolerance to apply the variance tolerance percentage set by the Appraised Value % Variance From Peer Group Average application setting and used to generate values for the Modeled Values Appraised Value Anslysis report. Set as applicable to your jurisdiction. See also the Appraised Value % Variance From Peer Group Average  and Appraised Value Variance Tolerance Default Flag application settings, both of which should be set with this value model setting.
