Description

Use this task to search for exclusion modifiers, such as for property on public lands that are eligible for exclusions, using a variety of parameters. Select from the results to maintain the exclusions or create new exclusions.

New Base Value Transfer

  1. On the Exclusion Search screen, click New.

  2. On the Search for Applicant Legal Party screen, make a selection from the Application type drop-down list and enter a PIN/AIN/Applicant.
  3. Click Search.
  4. In the Search Results panel, select the checkbox for one or more items in the grid and click Add Selected in the panel's title bar.
    • Your selections are added to the Applicants panel.
  5. On the Maintain Application Details screen, the selected parties are displayed in the Applicants/Related Parties panel.

  6. Click Show One/All PINs to toggle between showing all or one PIN.
  7. Click Edit for an item in the grid to update SSNs, then click Apply.

    • Click Maintain to open the Maintain Legal Party screen. Click Return when finished.
  8. In the Legal Party Details panel, details associated with the Applicants/Related Parties are displayed.

  9. In the Selected Revenue Object Value Groups and Existing Modifiers panel, click Add in the title bar.
    • On the Select Revenue Objects screen, enter a PIN or AIN and click Add. Or, click Search.
      • On the Records Search for Revenue Object screen, enter your search criteria and click Search.
      • On the Records Search Results for Revenue Object screen, select the checkbox for one or more items in the grid and click Return.
    • Review the items In the Selected Revenue Objects panel. If necessary, click Remove to delete an item from the grid.
    • Click Next to apply the modifiers to these revenue objects.
  10. Click Save in the Command Item bar. Or, if working from the worklist, click the applicable workflow button, such as Submit to Approve depending on the point to which the workflow has advanced, your user rights and queue, and your specific jurisdiction, to submit it to the next step in the workflow. An additional Change Reason pop-up may display on Save, depending on the application, when in a workflow.

    NOTE: When a modifier is being added, the modifier start date is automatically the same date as the application date.

    • Click List to return to the Search for Applications screen.

    • Click Previous to return to the previous screen.

    • Click Cancel to cancel the changes.

    • Click Close to end the task.

Maintain Base Value Transfers

  1. On the Exclusion Search screen, enter your search criteria and click Search.

  2. In the Base Year Value Transfer Exclusion Results panel, select the checkbox for one or more items in the grid and click Next.

  3. On the BV Transfer Summary screen, maintain details for the exclusion.

    • Certain exclusions, such as Property 3 Eminent Domain, are maintained on a subsequent screen, the Base Value Transfers screen.

  4. Click on the Legal Party name in the header area to open the Maintain Legal Party screen on which you can maintain legal party details, including Social Security number. When finished, click Return.

  5. In the Summary panel, click the Plus icon to expand an item in the grid. Click the Minus icon to collapse the item.

  6. Click Edit to open the Base Value Transfers screen on which you can maintain various details.

  7. Click the Note icon to open the Notes screen to add notes about the exclusion.

  8. Certain exclusions, such as Property 3 Eminent Domain, are maintained on a subsequent screen. Click Edit in the Prop 3 Imminent Domain panel to navigate to the Base Value Transfers screen, on which you can maintain base value (BV) transfers, original PINs and replacement PINs, and sale price information. When finished, you return to this screen.

  9. Click Save.

    • Click Previous to return to the Exclusion Search screen.

      • Click Close to end the task.

Workflow

This task also include workflow processing. For example, when you create a new exclusion, or when an exclusion application document enters the Aumentum Platform as a scanned document from Documentum, an event kicks off automatically and generates a workflow for the exclusion application. This workflow then advances to the Assessment Administration > Maintain Application Details screen for the purposes of defining all applicable exclusion application information.

Depending on your specific jurisdiction and setup, certain maintenance activities in this task also kick off an event, which in turn generates a workflow. The workflow is then available from the View My Worklist screen accessed from the workflow icon  via the sidebar on any screen.

When accessed via the View My Worklist screen, the workflow advances to the specific screen applicable to the specific exclusion, such as the Maintain Application Details screen. When in workflow mode, the particular screen contains additional buttons, such as Advance, Accept/Reject, Submit to Approve, etc. The workflows available in your specific workflow queue and the buttons available depend on your jurisdictional workflow configuration (Configuration > Workflow Configuration), your user security role (Configuration > Security & User Maintenance > Roles), and the point to which the item has advanced in the workflow.

For this particular workflow, when selecting Advance to advance the workflow to the next queue, you are also the authorized user of that workflow, so it is immediately available in your queue on the View My Worklist screen for the next step of workflow processing.

Workflow and Correspondence

If applicable and set for your jurisdiction, certain generated correspondence kicks off a workflow event. For example, certain exclusion screens include an option to print correspondence, such as a Proposition 3 Application, from the left sidebar Correspondence task. When generating the correspondence, the created event generates a Prop3Sent workflow.

Dependencies, Prerequisites, and Setup

Assessment Administration application settings are associated with exclusion maintenance:

  • Exclusion Application Categories (effective date systype): Determines whether to allow an application to be advanced prior to approval in the workflow queue during application processing. For the selected category (or categories), when selecting to advance the application in the workflow prior to saving editing changes, the application advances to the next queue and retains the edits.

  • Exclusion Transfer Hold Timer: Defines the number of days to hold off an appraisal when an exclusion transfer is being processed and is in a Pending state.

  • Property Use Code: Defines the property use code automatically for splits of five or more parcels, which automatically qualify for a builders exclusion.

Set these as applicable to your jurisdiction via Configuration > Application Settings > Maintain Application Settings. Select the Setting Type of Effective Date and the Filter By Module of Assessment Administration. Click Edit on the particular application setting and set as applicable. Click Save and Close.
